Joint labour programme enters phase two

Khmer Times, Cambodia, 26 July 2019 - A UN programme aiming to increase skill development among young job seekers has been extended for another five years.

According to a joint statement by the UN and the Labour Ministry, phase one of the “Together for Employment and Youth Labour in Cambodia” started on August 31, 2017, with the support from the Labour Ministry, the International Labour Organisation, and other UN bodies such as UNDP and Unicef.

The statement said the programme has brought together key actors, such as the UN and the government, in order to bring access to decent work to youths, while reducing inequality and ensuring that young people have the capacity to respond to the needs of the labour market.

The extension was decided during a meeting presided over by Labour Minister Ith Samheng and UN Resident Coordinator for Cambodia Pauline Tamesis at the Unicef office yesterday .

In the statement, Mr Samheng said women are encouraged to secure a scholarship and to learn new skills.

“Cambodia has now emerged in a number of labour [sectors] such as construction, tourism, entrepreneurship, real estate and agro-industry,” he said. “The implementation of this project is required to get youths focused on these areas.”

The statement said the meeting discussed the progress of phase one during its first 22 months, and review and approve the programme’s action plan for phase 2 (2020-2024).

Ms Tamesis said in the statement that the ministry should provide data on the project’s phase 1 and phase 2.

The statement said the meeting discussed the high dropout rate among students in the provinces, noting that few people attend vocational training.

It added that the meeting also focused on outreach initiatives, such as the Basic Education Equivalency Programme, and discussed the organising of more resources and forums to help young people receive information and access to more opportunities.
