    For the past 18 months, I have been researching about the German Vocational Education & Training (VET) system with the focus on Return of Investment in VET. The main question driving my enquiry was :  Do Investments in VET Apprenticeships yield long term returns for Companies, Learners and Government ?

    The National VET Data Report states that under the Dual system, German Companies (21% of registered companies) invested €7.7 bn towards Apprenticeship programmes a solid contribution in comparison to the public expenditure of €4.75 bn towards steering, monitoring (the VET system) and operating the vocational schools. Clearly the Industry Invests and gains tangible returns. But what is the Business case?
