WORKING PAPER. The paper analyzes the 2012 World Bank STEP Skills Measurement survey, a rich data set that includes self-reported measures of cognitive and non-cognitive skills for all individuals of working age, to address these questions. The results indicate that although women have higher measured cognitive skills than men and the same level of skill as men in the non-cognitive ones that the market values—such as being agreeable and good at decision-making and risk-taking—the market treats men and women with the same skills differently.

ADB News, Beijing, 10 December 2015 - Guizhou, one of the People’s Republic of China’s (PRC's) least developed provinces, has embarked on a $1.6 billion reform program of technical and vocational education and training (TVET) in partnership with the Asian Development Bank (ADB) to build skills among the workforce and improve employment prospects for young people. Guizhou province and ADB have been developing this program since 2013, and ADB on 8 December approved a $150 million loan in support of the program.

The Economic Times, New Delhi, 9 December 2015 - A new report commissioned by London based skilling organisation City & Guilds Group indicates that India could benefit substantially from additional investment in vocational education and training (VET). However, a bias against vocational education, a lack of coherent delivery mechanisms at state level and a complex skills system is preventing it from reaching its full potential.

ILO - 2015. This fact sheet describes a skills development project for temporarily displaced people in Pakistan. The project was developed as a response to the request of the Government of Pakistan for support on humanitarian grounds and it is funded by the ILO and UNDP.
