Skills and employability are a major priority for the International Labour Organization (ILO) in Bangladesh. To address the skills gap in the ready-made garment (RMG) sector of Bangladesh, the ILO RMG Centre of Excellence (CoE) project was launched in 2014 with the support of Sweden and international retailer H&M. To realise the objectives of this project, a new institution named Centre of Excellence for the Bangladesh Apparel Industry (CEBAI) was set up by Bangladesh Garment Manufacturer and Exporters Association (BGMEA). CEBAI offers market-responsive and demand-driven skills development programmes that meet nationally recognized standards.
This publication captures the achievement of the Centre of Excellence (CoE) project in a number of key areas including curriculum development, the establishment of Enterprise Based Training centres and the training of garment workers, for many of whom new skills translate into higher salaries and a better life.

This publication was developed as part of the project entitled "EC-ILO action on youth employment policies: Enhancing capabilities of practitioners to design, implement and monitor youth employment policies - under the Council Recommendation on establishing a Youth Guarantee".
The aim of this logbook is to detail the approaches that the project took to improve and promote quality apprenticeships in three target countries (Spain, Portugal and Latvia), and to share the knowledge it acquired throughout the process. The target readers of this document include policy-makers and practitioners - whose role is to improve the existing apprenticeship system and/or develop an apprenticeship programme.
This logbook documents the implementation process of the project in seven steps, listing the major activities and their objectives; it also gives an account of the lessons learned at each step. Its authors hope that this publication will help policymakers to encourage national initiatives to promote quality apprenticeships, and enable them to prepare the ground for piloting quality apprenticeship programmes.
