The International Labour Organization (ILO) works to promote decent and productive employment opportunities for women and men in Bangladesh.
Bangladesh has been an active member State of the ILO since 22 June 1972 and has ratified 35 ILO Conventions including seven fundamental conventions.
The ILO's technical cooperation activities in Bangladesh is focused on improving working conditions and labour rights with considerable emphasis being placed on the ready-made garment sector. Major initiatives are also taking place in the areas of skills development and migration.

The literature review is the first stage of a project which will examine the engagement of employer organisations in skills development, focussing on participation in the governance arrangements of skills systems. Employer involvement in ‘governance of skills systems’ may include participation in the apex, regulatory, quality assurance bodies, as well as in the coordinating bodies at the national, sectoral, or local levels. Increasingly, governance in the global skills system is important – whether focused on national bodies involved in governance of skills migration, mutual recognition of national qualifications, trans-national education or, indeed, the global labour market.
The literature review includes mostly peer-reviewed articles, technical reports (published and soon-to be published) and a limited number of conference proceedings and background papers. The focus of the electronic search was on recent literature (2013-2017) but also included several, less recent, but frequently cited technical reports. In the literature surveyed, there were numerous descriptive country level examples of employer organisations involvement in the governance of skills, but a relative dearth of evaluative studies.

This guide aims to show, through actual examples which are used day in and day out by employers in the real world, how enterprises manage the various processes which need to be undertaken to deliver a successful apprenticeship programme.
The aim of this joint ILO and IOE publication is to facilitate enterprises, especially small and medium-sized ones, to design and implement apprenticeship programmes that suit their skills needs. Useful tools to plan and carry out apprenticeships have been developed and tested by many successful companies. The joint research has gathered some of these tools and this publication makes them available.

This report served as background paper for the 13th Session of the Joint ILO–UNESCO Committee of Experts on the Application of the Recommendations concerning Teaching Personnel(CEART).
This paper highlights four key areas of challenge (recruitment and pre-service training; continuous professional development; working conditions; social dialogue), offering a global overview of strengths and weaknesses in national TVET systems. These are then compared to the current policy debates and reforms taking place across the world to consider the most appropriate steps forward.

The emergence and diffusion of advanced digital production (ADP) technologies clustered around the fourth industrial revolution (4IR) is radically altering the nature of manufacturing production, increasingly blurring the boundaries between physical and digital production systems. The significant requirements of ADP technologies are opening questions on whether industrialization is still a feasible or even a desirable strategy to achieve economic development. IDR 2020 contributes to this debate by presenting fresh analytical and empirical evidence on the future of industrialization in the context of a technological paradigm shift. It argues that industrialization continues to be the main avenue for successful development and analyses how developing counties can leverage the salient features of the emerging technologies to their advantage. According to the report, it is precisely by engaging with industrialization that countries can build and strengthen the skills and capabilities needed to compete and succeed within the new technological paradigm.

This study explores ways in which digital skills can be developed and harnessed to support sustainable development. The Report is structured as follows: Chapter I provides an introduction to technogogial change and its impact. Chapter II discusses the types of skills that countries need to prepare the future workforces for the changing world and to maximize the development opportunities offered by existing and emerging technologies. Chapter III examines the potential of existing and emerging digital technologies in building and enhancing digital skills, particularly in developing countries. The chapter discusses the promise of technologies for education, specifically, massive open online courses (MOOCs), remote learning, and opportunities of open access. Chapter IV focuses on the environment to enable skills development. It addresses aspects of shaping education in school, on-the-job and throughout life, and the importance of developing an enabling environment to support skills development. Chapter V presents key findings and policy considerations that can help countries to develop digital competencies.
