(SEAMEO-VOCTECH), hosted an International Conference in Bali, Indonesia from 24 to 26
November 2008. The purpose of the conference, entitled “Corporate HRD and Skills
Development for Employment: Scope and Strategies,“ was to share the National Qualifications
Framework (NQF) models with the Association of Southeast Asian Nations (ASEAN) member
countries in order to enhance skills-recognition arrangements across ASEAN, and to examine
international tendencies in human resource development (HRD) at the workplace." This is the meeting report.

ADB -2008. "This study has highlighted many good practices from around the region, which provide excellent case studies. Clearly, policy makers and others need to learn from each other what works and what does not in the Pacific context. It is crucial to avoid repeating the same costly mistakes.
This study does not provide a single model that will suit all countries, but it does provide a set of constructive strategies and recommendations for reform that, if acted on, could lead to significant improvements. We sincerely hope that the recommendations for projects, which could lead to the development partners providing support for TVET, would be implemented."

The Alleviating Poverty through Peer Training (APPT) project was one of the ILO’s technical cooperation programmes addressing the prejudices and barriers faced by people with disabilities when accessing training and employment opportunities. Implemented in Cambodia from October 2002 to September 2007, it aimed to increase the income levels of its clients residing in rural areas with limited training and employment prospects. To achieve this, the project used a methodology called 'Success Case Replication'. This manual describes the core elements of this methodology that was at the heart of the APPT project’s success.

A cluster-based approach to development has received considerable attention, first among developed countries, and then among developing countries since the mid-1990s. While the importance of skills is mentioned in many studies of
clusters, there are few studies that focus specifically on skills. The current paper provides a basic conceptual framework for understanding the role of skills in cluster development. The framework was developed by analyzing the skills aspect of a limited number of well-researched cluster case studies (i.e. knitwear in India, surgical instruments in Pakistan, shoes in Brazil and Fishing in Kenya and garment in South Africa). This is the Employment Working Paper No. 8.
