This paper discusses the concept of technical and vocational training and its role in promoting and supporting sustainable development. Technical and vocational education and training (TVET) takes on a complex and distinctive character with regard to sustainable development. TVET has always included elements of sustainability, especially in the way scarce training materials were conserved and waste materials were disposed. This historical commitment gives TVET a foundation upon which to build future commitments to sustainable practices. The manner in which production and consumption is managed can either contribute to sustainability or to practices and conditions that are not sustainable.

The survey collected statistics on the prevalence, nature, duration and cause of disability. Statistics were collected for children (0 to 14 years) and adults living in households, and for adults living in residential facilities. For disabled people living in households, further information was collected on services and assistance received or needed, special equipment used or needed, and barriers encountered in everyday life in the areas of employment (for adults 15 years and over), education, transport and accommodation. For disabled people living in residential facilities, information was collected on assistance received and use of equipment.

The report reviews the state of skills development in Lao PDR, and analyses related policies, strategies and programmes. Attention is given to linkages with poverty reduction and synergy between the Plan of Action for Education for All and the National Growth for Poverty Eradication Strategy (NGPES). The findings of the study provide the Ministry of Education with important guidelines for policy-making and training, and also offer some lessons for creating better coordination mechanisms between different training providers.
