This publication builds on an ILO working paper commissioned in 2003 as a contribution to the deliberations then taking place in preparation for the development of a United Nations Convention on the Rights of Persons with Disabilities. In view of the considerable interest generated by the working paper, the ILO decided to update it to take account, not only of the Convention, but also of other major developments in this field since 2003.
